Israel Expanding US Influence Through Foreign Agent Network, Report Says
Israel is increasingly relying on foreign agents rather than traditional lobbying groups to expand its influence in the United States, according to a new Quincy Institute report released Friday. Since 2023, Israel has spent over $1 billion on public diplomacy, with more than $100 million disclosed under the Foreign Agents Registration Act (FARA), putting it on pace to become the largest FARA spender this year.
Seventeen firms registered under FARA to represent Israeli interests in 2024–2025, including Brad Parscale's Clock Tower X, which holds a $46.5 million contract. The paper documents efforts to shape artificial intelligence outputs, fund influencer campaigns, and conduct mass texting operations. Israel paid $161,000 to a prominent Instagram account operator and $900,000 to compensate more than a dozen influencers who did not register as foreign agents. These efforts are largely coordinated through Havas Media, which has subcontracted seven FARA-registered firms since 2024.
